The LIH IT Department provides a robust and secure Information System fostering the creation of an integrated, interoperable and federated data environment to advance data-driven healthcare.

In order to support the institute’s translational and data-driven research activities, a secure, streamlined and harmonised IT information system is crucial to guarantee data exchange effectiveness between LIH and its clinical and research partners. The integration and convergence of LIH Information Technology resources and infrastructure are key in ensuring the implementation of an interoperable and standardised information system. This will ultimately allow Luxembourg’s research community as well as national and international stakeholders to access integrated clinical and research data and enable the development of data-driven health solutions to advance precision medicine and patient care. 

In this context, the mission of the LIH IT Department is to provide a robust and secure Information System fostering the creation of an integrated, interoperable and federated data environment to advance data-driven healthcare.  

For the IT BIS (Business & Interoperability Solutions) unit, its specific mission is to: 

  • Design, implement and maintain a secure, standardised and interoperable information system based on medical standards and up-to-date IT technologies. 
  • Provide interoperability services to ease heterogeneous IT systems integration, data governance & intelligence policies, data integration and exchange between LIH & external data providers/partners. 
  • Perform data and solution architecture design, software engineering, test, release and applications life cycle management.  
  • Address the user’s needs throughout IT project management, business and technical analysis, and continuous change management process. 
  • Implement DevOps practices to enable the evolution of the information system at a faster rate while ensuring its quality and stability 
  • Support, maintain and monitor enterprise applications via service request management system  

As for the IT Support unit, this covers mainly: 

  • Deployment of a modernised IT infrastructure that enables seamless access to information resources 
  • The proper monitoring of all IT infrastructure, and anticipation of future needs (capacity planning) 
  • Protecting the integrity of the Institute’s information and IT assets by strengthening  its cybersecurity posture (internal and external threats) 
  • Improving secure mobile and remote access to appropriate resources 
  • Enforcing IT security policies on IT assets and users 

In addition, the IT Support unit supports LIH in implementing its strategic and scientific activities through the provision of several IT services, such as the development of specific tools.

The main activities of the IT BIS unit are as follows:  

Support: Ensure LIH activity & service continuity 

  • Ensure availability of Enterprise Applications 
  • Ensure availability of Laboratory Platform (e.g. LIMS, ELPRO, Lab’s equipment)  
  • Incident Management, Problem Management, Troubleshooting 
  • Service Request Management 

Maintenance: Ensure IT solutions match LIH efficiency needs 

  • Performance improvement 
  • Costs and Time reduction 
  • Software and Data Quality Management 
  • Change and Release Management 

Systems & Data engineering: Ensure LIH business needs are continuously met 

  • Software Acquisition & integration 
  • IT Data Solutions & Architecture design; Software engineering 
  • Application Life Cycle Management 
  • Data Solutions Services: Data Governance, Data Management, Data exchange, Data integration, Business Intelligence, Interoperability 

The main activities of the IT Support unit are as follows:  

  • Elaborate IT Security policies (reviewed periodically) 
  • Participate actively in the IT Governance 
  • Keep competences on several IT fields (security, networking, systems, etc.) up to date 
  • Support scientific activities through full IT-analysis and advice (including software developments when needed) 
  • Provide IT project management 
  • Advise on hardware, software and licenses 
  • Deploy efficiently hardware and/or software to end-users 
  • Communication on IT topics (information, warning, alerts, etc.) 
  • Ensure helpdesk with minimum response time
