European Project Manager / Proposal Writer


The European Project Manager/Proposal Writer will be responsible for the general (organisational, administrative, financial and legal) management of one or several European project(s).  In addition, s/he will support the European Grants team within the Science Office in their tasks related to acquiring new European funding, supporting the development of Horizon Europe and other EU programme bids by facilitating partner collaboration, supporting consortium development, organising and participating to proposal writing and contributing to negotiation of key contractual terms (post-award) in close collaboration with relevant services at the Luxembourg Institute of Health.

Key Accountabilities

As European Project Manager

  • Assist the Project Coordinator in supervising the implementation of the project(s) and monitoring the work plan; provide support in planning, producing and reviewing the deliverables and outcomes to ensure timely delivery;
  • Monitor all contractual obligations (Grant Agreement, Consortium Agreement and other legal documents) and prepare updates when necessary to ensure compliance with the rules and procedures;
  • Assist partners on the administrative aspects of the project;
  • Develop and implement the management tools for the management of the project (procedures, guides, templates, collaborative platform…);
  • Prepare consortium meetings (annual meetings, Executive Committee meetings, etc.) and draft minutes;
  • Animate the consortium and facilitate exchanges between partners by implementing internal communication actions (mailing lists, animation of the collaborative platform…);
  • Assure efficient communication between the granting authority (HaDEA, REA…) and the consortium;
  • Follow the expenses at the project level (breakdown and transfer of funds, updating and monitoring of the budget, financial summary balance sheets, etc.);
  • Coordinate the preparation, consolidation and submission of annual technical and financial reports, within the deadlines; make sure that any justification document is prepared and filed by each partner, in anticipation of possible audits.
  • Liaise with LIH support services to follow internal budget, prepare LIH`s financial reports for the project, inform on the breakdown of project funds between partners and send budget transfer requests at the appropriate timing, follow up on legal/regulatory issues, etc.;
  • Administratively and financially monitor the implementation of other EU-funded projects where the LIH is a Beneficiary (without being the Coordinator), including reporting tasks on behalf of the LIH.

As Proposal Writer

  • Participate in the identification of new grant opportunities, initiation and set-up of suitable European applications: information on calls for proposals and identification of relevant topics to LIH researchers, analysis of the fit of LIH research with European calls, support to potential LIH coordinators in the definition of projects, search for partners at European level, consortium management during the proposal preparation process.
  • Writing and editing high quality and compelling content for competitive proposal processes: writing of para-scientific parts of the proposals, critical review of the full proposals.
  • Ensuring accountability and compliance with all funding application processes with full adherence to requirements of the various funding calls.

Key Skills, Experience and Qualifications

  • Master or equivalent ideally in Life Sciences-related disciplines, PhD is a plus; training/experience in European project management;
  • Good knowledge and experience (+4 years) of grant application writing and/or R&D&I project management in an EU context (e.g. H2020, HORIZON EUROPE, IMI/IHI, EDCTP, EU4HEALTH, DIGITAL…) with proven results (e.g. successful proposals);
  • Exceptional writing, editing and literacy skills: ability to write clearly and concisely, producing compelling narratives;
  • Strong numerical and analytical ability;
  • Strong communicator and team player;
  • Ability to work in a multinational environment and interact efficiently with multicultural partners;
  • Soft skills: flexibility, adaptability, autonomy, target-driven, detail-oriented;
  • Language skills: fluent command of English in written and oral are crucial (French/German are an asset).
