IT Process Manager


Please note that this position is offered on a permanent contract (CDI) and is subject to a 12-month probationary period.

The IT Process Manager ensures the management and continuous improvement of IT processes within the Department of Medical Informatics (DMI) at LIH. Operating under the IT Strategy & Management (S&M) Unit, the role focuses on designing, evaluating, and optimizing processes in line with LIH’s digital transformation goals, regulatory requirements (e.g., GDPR, ISO 27001), and research priorities.

Key Accountabilities

• Coordinate and lead the lifecycle of IT service management (ITSM) processes.
• Manage the end-to-end IT change management process (standard, normal, emergency).
• Drive organizational change management (OCM) initiatives related to IT transformations to ensure user adoption and minimize resistance.
• Maintain and improve IT procedures and the governance framework.
• Evaluate process maturity and ensure alignment with industry standards.
• Map processes, assess risks, and track performance metrics.
• Monitor process execution and conduct audits to ensure effectiveness and compliance.
• Train collaborators in process execution and change management tools.
• Define and maintain process documentation, RACI matrices, and standard operating procedures (SOPs).
• Collaborate with IT service owners, project managers, and internal stakeholders.
• Provide reports and KPIs on process performance, change volumes, and compliance.
• Support compliance audits related to IT processes and change controls.

Key Skills, Experience and Qualifications

• Bachelor’s or Master’s degree in IT, Computer Science, or a related field.
• Minimum 5 years of experience in IT service management (ITSM), ideally within healthcare or research settings, or other highly regulated environments.
• 10 years of proven experience and demonstrated success in Project Management.
• Competence in process engineering, governance, standardization, change management and risk analysis.
• Skills in coordinating cross-functional teams and managing priorities.
• Advanced ITIL certification, and knowledge of process mapping and ITSM tools (e.g., SMS, JIRA, …).
• Written and verbal communication, documentation, and stakeholder management capabilities.
• Experience with Agile/Scrum and traditional PM methodologies
• Fluency in English is mandatory; French, German or Luxembourgish is an asset.
• Knowledge of Data Governance and Enterprise Architecture frameworks (e.g., TOGAF) is an asset
