Program Manager in Quantum Communication for Health Care


The Luxembourg Institute of Health (LIH) is leading a flagship initiative to build a quantum-safe communication network for healthcare, supported by the Luxembourg government. This ambitious project will connect hospitals across Luxembourg, Germany, and Asia, establishing secure, future-proof communications for sensitive healthcare data.
Alongside the network deployment, LIH is developing a real-world medical use case to validate the long-term application of Quantum Key Distribution (QKD) and Post-Quantum Cryptography (PQC) in operational hospital environments. The project represents a major step toward deploying quantum technologies at scale in healthcare.

The role
You will be fully responsible for working with the tender winner and coordinating the project with other industry and academic partners, as well as successfully implementing the project during the three-year timeline. You will play a key role in expanding quantum expertise and capacity in Luxembourg and in the Greater Region, and will be liaising regularly with government ministries, hospital administrators, IT and information security experts, leaders in the local innovation space, and quantum technology researchers in Luxembourg and in the region. It is expected that you will build strong networks across quantum industries across the EU and beyond.
While this is a limited three-year position at the LIH, at the conclusion of this project, you will have developed deep networks in both the quantum and healthcare industries to ideally position yourself for the transition to your next role.
The Quantum Program Manager position offers the opportunity to contribute to cutting-edge research by enabling its successful delivery within a collaborative and forward-thinking environment. You will be surrounded by experts in domains ranging from biomedical data modelling to cancer research to healthcare data security. Key Accountabilities

  • Set up and run project governance, including planning, milestones, phase gates, reporting, risk and issue management across the project lifecycle
  • Coordinate between different stakeholders, including physicians, hospital IT, hospital administrators, biomedical researchers, and government leaders
  • Drive stakeholder decision making, resolve conflicts, and ensure alignment to project roadmaps and objectives
  • Prepare and deliver clear project status reports and decision templates for LIH management, government stakeholders, and other partners
  • Simplify complex quantum physics concepts for diverse stakeholders and facilitate communication between various parties with different technical expertise
  • Plan project resources and budgets for successful project implementation
  • Represent the LIH and Luxembourg at conferences and workshops
  • Documentation and reporting; particularly, oversee the documentation of the project progress and deliverables to ensure all processes, designs, and tests are adequately recorded
  • Identify gaps, inefficiencies, and bottlenecks in project implementation and resolve them with minimal disruption to project schedule and budget

Key Skills, Experience and Qualifications
For this position, we are looking for a highly motivated individual with experience working in telecommunications, cybersecurity, networking, defense or similar industries, and with a background in quantum physics, ideally with experience in quantum communication and QKD.

  • Strong project management expertise in technical environments, covering planning, risk and change management, resource and budget control, and project delivery; this should include proficiency in established project management approaches, including waterfall, phase-gate, IPD and/or CPM, along with tools for planning, tracking, requirements, and configuration management
  • Ability to work independently, take ownership of work performance, identify challenges, and recommend course of action for resolution.
  • Strong understanding of the operation of QKD and hybrid PQC networks and of QKD protocols and principles
  • Track record of supporting high-impact projects in fast-paced, ambiguous environments.
  • Ability to influence without authority, and to question and push back on stakeholder demands
  • Strong communication and stakeholder management skills, with experience presenting complex technical topics clearly to senior and executive leadership
  • Solid experience with budget management
  • Experience working in international consortia and collaborative environments
  • Experience working in or with large multinational companies
  • Full proficiency in English
