IT Project Manager

The IT Project Manager plays a key role in driving digital initiatives within the Department of Medical Informatics (DMI) at the Luxembourg Institute of Health. Operating under the IT Strategy & Management (S&M) Unit, s/he manages the full project lifecycle, ensuring alignment with institutional goals, stakeholder expectations, and compliance standards. The role involves close coordination with IT experts, researchers, operational teams, and external partners. S/he ensures projects are delivered on time, within scope, and on budget.

Key Accountabilities

  • Oversees the full lifecycle - initiation, design, operation and closure - of IT projects using standard workflows.
  • Act as the Single Point of Contact (SPOC) for IT project requests for DMI.
  • Facilitate stakeholder communication and alignment across technical and business teams.
  • Define projects Work Break down Structure (WBS) with the support of Subject Matter Experts.
  • Monitor risks, dependencies, deliverables, and budgets using appropriate tools.
  • Support User Acceptance Testing, go-live preparation, and post-deployment reviews.
  • Contribute to continuous improvement of IT project governance, documentation, and reporting.
  • Foster an environment of continuous learning through self-improvement, staying up-to-date with the latest tools, techniques, and advancements in the field.

Key Skills, Experience and Qualifications

  • Master’s degree in IT, Computer Science, Engineering, or related field. Candidates with Academic background in Sciences or Engineering will also be considered.  
  • Excellent communication skills and ability to effectively articulate complex, technical information to both technical and non-technical audiences.
  • 5+ years of experience in IT project management, ideally in healthcare or research.
  • Proven ability to lead cross-functional projects, prioritize tasks, and manage multiple initiatives simultaneously while ensuring high-quality, on-time delivery.
  • Familiarity with GDPR, ISO 27001, and medical informatics systems and standards (e.g. HL7, FHIR, openEHR) are an asset.
  • Certification in project management (Prince2, PMP or Agile Scrum) highly desirable.
  • Fluency in English and French (mandatory); German or Luxembourgish is an asset.
