IT Change Manager


The IT Change Manager ensures the effective management of IT changes within the Department of Medical Informatics (DMI) at LIH. Operating under the IT Strategy & Management (S&M) Unit, the role focuses on planning, evaluating, and controlling changes in line with LIH’s digital transformation goals, regulatory requirements (e.g., GDPR, ISO 27001), and research priorities.

Key Accountabilities:

  • Coordinate and lead the end-to-end IT change management process (standard, normal, emergency).
  • Maintain and continuously improve the IT change management procedures, and governance framework.
  • Evaluate and authorize change requests in collaboration with Change Control Authority (CCA).
  • Ensure proper impact analysis, risk assessment, and rollback planning for all IT changes.
  • Monitor change implementation and post-change reviews to ensure effectiveness.
  • Train and support collaborators in the use of the change management platform.
  • Maintain the Change Schedule (Forward Schedule of Changes) and Change Register.
  • Liaise with IT service owners, project managers, and external providers to align change activities with operational needs.
  • Provide regular reports and metrics on change volumes, success rates, and trends.
  • Support audits and compliance reviews related to IT change controls.
  • Foster an environment of continuous learning through self-improvement, staying up-to-date with the latest tools, techniques, and advancements in the field.


Key Skills, Experience and Qualifications:

  • Bachelor’s or Master’s degree in IT, Computer Science, or a related field.
  • 5+ years of experience in IT service management, ideally within healthcare or research settings.
  • Proven expertise in ITIL 4; ITIL certification required, with a focus on Change Enablement preferred.
  • Strong skills in coordinating cross-functional teams and managing multiple priorities.
  • Excellent written and verbal communication, documentation, and stakeholder engagement capabilities.
  • Practical knowledge of change management workflows and tools (e.g., SMS, JIRA).
  • Fluency in English is mandatory; French, German or Luxembourgish is an asset
  • Competence in risk and impact analysis, change governance, and process standardization.
