Head of IT Operations / Deputy Director DMI

The Department of Medical Informatics (DMI) serves as the technological backbone of the Luxembourg Institute of Health (LIH). We provide an integrated IT and healthcare platform that empowers cutting-edge research and drives innovation in health technologies. Our core services include:

  • Expert bioinformatics support;

  • Ensure a secure, compliant environment for managing sensitive health data.


To strengthen our leadership team, we are looking for a Head of IT Operations / Deputy Director. In this senior role, you will:

  • Support the Director of DMI in both strategic planning and operational execution;
  • Guide the IT department through the on-going reorganization journey;
  • Lead IT innovation to support transformative biomedical research;
  • Oversee data security and regulatory compliance implementation in a high-stakes research environment

Key Accountabilities

Strategic Leadership

  • Act as Deputy Director of DMI, providing steady operational leadership and actively supporting the Director of DMI  in translating strategic vision into effective day-to-day IT execution.
  • Develop and implement a long-term IT operations strategy aligned with DMI’s missions, LIH scientific goals and regulatory requirements (GDPR, ethical standards).
  • Skillfully guide the IT department through the challenges of restructuring, proactively addressing potential tensions and fostering collaboration among team members and stakeholders to maintain operational efficiency.
  • Monitor IT performance with key performance indicators (KPI’s) focused on operational excellence, quality standards, data security, and compliance

Team Management & Collaboration

  • Lead and inspire IT staff within DMI, fostering a high-performing, service-oriented, and security-conscious team culture
  • Drive collaboration and foster synergies across IT functions
  • Act as a key support to the Director of DMI, stepping in to ensure operational continuity and strong day-to-day leadership across IT functions
  • Oversee recruitment, onboarding, and professional development to build and retain a skilled, resilient IT team
  • Promote cross-institutional collaboration and develop strategic partnerships to advance DMI’s mission

IT Service & Research Support

  • Oversee a comprehensive IT service portfolio for biomedical research, including data acquisition, processing, analysis, and visualization
  • Accelerate cutting-edge bioinformatics tools and platforms to support research needs.
  • Collaborate with researchers, clinicians, and stakeholders to anticipate and to align IT services with scientific requirements.

Data Security and Compliance

  • Orchestrate IT operational policies and procedures with emphasis on data security, privacy and compliance with ethical guidelines (as a leader, needs to make sure this is implemented ..)
  • Oversee implementation of a robust security measures:  Access control, Encryption, Data anonymization, comprehensive audit trails
  • Facilitate the continuous assessment and improvement of  IT processes to optimize resource utilization and cost-effectiveness


Key Skills, Experience, and Qualifications.

  • Master’s degree in Computer Science, Information Technology, or a related field.
  • Proven leadership experience in IT service management; background in healthcare or research environments is a strong asset.
  • Demonstrated ability to lead organizational transformation, including IT department restructuring and change management.
  • Outstanding leadership, people management, and interpersonal skills, with a focus on team empowerment, cross-functional collaboration, and stakeholder communication.
  • Exceptional communication skills, able to build consensus in evolving roles, with the ability to convey complex technical issues clearly to non-technical audiences.
  • Understanding of the ITIL framework, data governance, and IT security best practices (e.g., ISO27001) is an asset.
  • Strategic mindset combined with a hands-on, solution-oriented approach; able to inspire and mobilize teams toward common goals.
  • Demonstrated experience in fostering innovation and promoting a culture of continuous improvement.
  • Proven ability to manage and protect sensitive and confidential data in compliance with best practices and regulations.
