IT Project Manager & Business Analyst

Background

To cover a maternity and subsequent parental leave, we are looking to recruit an IT Project Manager.

The IT Project Manager & Business Analyst is responsible for planning, executing, and finalizing IT projects according to strict deadlines and within budget. This includes coordinating the efforts of team members and third-party contractors or consultants in order to deliver projects according to plan.

Moreover, s/he will collaborate with the Department of Medical Informatics (DMI) leadership team and developers to evaluate the alignment of the business model with technology within the Luxembourg Institute of Health (LIH). Furthermore, the IT Project Manager & Business Analyst will analyse organizational needs and facilitate the connection between business challenges and technological solutions. S/he will ensure compliance with regulatory requirements and align solutions with the strategic objectives of the institution.

Key Accountabilities

  • Develop and implement standardized processes across the Department of Medical Informatics.
  • Carry out administrative tasks like budgeting, project documentation, changes or reporting.
  • Establish a centralized project management system to effectively coordinate a wide range of activities across the DMI and its partners
  • Define project objectives; oversee quality control throughout its life cycle.
  • Develop project plans and associated communications documents.
  • Effectively communicate project expectations to team members in a timely and clear fashion.
  • Estimate the resources and participants needed to achieve project goals.
  • Set and manage project expectations with team members and other stakeholders.
  • Plan and schedule project timelines and milestones using appropriate tools.
  • Identify and manage project dependencies and critical path.
  • Assist in the development of application solutions to answer business needs: user requirements analysis, assessment and set up of existing application solutions or development of tailor-made solutions.
  • Suggest new ideas and concepts to improve the current business model (systems, security, productivity, etc.).
  • Contribute to the life cycle of the ERP (Odoo) and other software in collaboration with external providers and implement new internal modules / interfaces.
  • Manage software licenses for the LIH: request information from vendors; recommend purchases; test and approve products.
  • Update the head of S&M on scheduled tasks and encountered difficulties in the day-to-day activities, via the tracking system (Jira/Kanban/Plan.io).
  • Ensure the role of scrum master whenever necessary.
  • Communicate efficiently with business owners to prioritize tasks 
  • Analyze the needs and constraints related to IT infrastructures to suggest innovative and relevant solutions to the business
  • Research and recommend innovative/automated approaches to achieve  economies of scale
  • Keep his/her knowledge up to date by studying state-of-the-art development methodologies and tools, programming techniques, watch of new IT equipment; participation in IT professional organizations/fairs.

Key Skills, Experience & Qualifications

  • Master's degree in Computer Science, IT or Management is preferred. Candidates with Academic background in Sciences or Engineering will also be considered.
  • Sound project management and Business Analysis experience is essential, preferably with experience in healthcare or medical research.
  • IT project management experience is mandatory.
  • Fluency in English; knowledge of German, Luxembourgish and/or French is a strong asset.
  • Excellent communication skills and ability to effectively articulate complex, technical information to both technical and non-technical audiences.
  • Knowledge of project management techniques and tools including planning, resource allocation, and execution.
  • Proven experience in strategic planning, risk management, and change management.
  • Demonstrated ability to organize and prioritize tasks.
  • Project methodologies (agile, scrum, etc.).
  • PMP certification is a plus.
