IT Software Architect/Developer - DB0120

The IT Software Architect/Developer is responsible for the design and implementation of IT solutions for different internal projects in the Luxembourg Institute of Health (Department of Population Health).  He/She gives also advice on IT solutions or toolsto be put in place and will ensure the maintenance of developed software.

Key Accountabilities
  • Design Information System architecture to build a secured, standard reusable and scalable framework for the different solutions we provide.
  • Be the referent in the team regarding the architecture defined for all the internal and external solutions.
  • Analyze and evaluate risks inherent to the information system and suggest improvements.
  • Be the IT referent on specific projects for our researchers and epidemiologists: IT project manager, business analyst and developer:
    -    Draft the specifications of the IT solutions and have them validated.
    -    Suggest an IT solution that is adapted to the context of the project.
    -    Take part in the definition of a development framework and best practices.
    -    Develop the IT solution, document the source program and update all the modifications.
    -    Carry out software tests before the implementation.
    -    Ensure the maintenance of the software after the implementation.
    -    Manage the databases and archive them according to the security rules.

  • Master degree in Information Technology.
  • Previous professional experience of at least 3 years in a similar position.
  • Experience as a Computer Scientist in a Research Center or in the healthcare sector is an asset.
  • Language skills: fluent in French and English.
  • Good organisational and relational skills, precision, ability to manage an important workload and respect deadlines.
  • Methodical and concerned with quality.
  • Autonomous.

    Mandatory skills :
    •    Web technologies, Database modelling with a proved ability to adapt and learn new languages, Reporting.
    •    Angular, ASP.NET,  MVC / MVVM model,  C#.
    •    Microsoft database and tools: SQL Server, SSIS, SSRS / Power BI.
    •    HTML / Javascript / JQuery.

    Considered as an asset:
    •    UML modelling.
    •    Project management method, Agile, PMP, Prince, etc.
    •    Other languages: PHP, Python, Go, Java, R.
    •    Machine learning and natural language processing.
    •    Javascript frameworks (Ember.js, Knockout.js, etc.).
    •    Environmental tools such as Git.
