The IT Project & Interoperability Specialist will lead the design, implementation  and management of an interoperability platform to expend bi-directional data exchanges with our partners and clients. He/she will be part of  the Business Information Solutions (BIS) team .  He/she  will be responsible for delivering high quality solutions that span multiple technologies/platforms, taking into account the current ones,  obsolescent systems and latest technological innovations and trends. The focus will be on all project life cycle phases, covering functional design, configuration, development, technical architecture, change management and project management.

Key Accountabilities

The IT Project & Interoperability will mainly :

  • Lead the implementation of an Enterprise Application Integration (EAI) in order to build an interoperability Platform.
  • Develop – Implement interoperability interfaces (e.g. HL7, FHIR, IHE, XML etc.).
  • Create, maintain and manage the IBBL’s enterprise architecture and internal standards
  • Act as a Software Engineer to design, develop, maintain, test and evaluate IT solutions in order to provide solutions for data collection
  • Draft specifications, analyze and evaluate risks inherent to the IT Solutions and suggest improvements.
  • Provide expertise to solve complex technical problems.
  • Ensure the maintenance of the software after the implementation.
  • Manage the databases according to the security rules.
  • Take an active part in the definition of a development framework and best practices (e.g. methods, tools, architecture, security, data management, etc.).
  • Work in close collaboration with the different support and platform teams when needed.
  • Maintain alignment between business evolution and technology developments
  • Support IBBL IT Manager in building an evolution strategy for IT systems and in designing the best solutions for complex projects.
  • Investigate latest ICT technological developments to stay up to date

  • MSc or PhD in Computer Science or Life Science with extensive experience in programming and data management in a regulated Life Science environment
  • At least 5 years’ experience in a similar position
  • Good organizational and relational skills, plus the ability to work with precision, managing a heavy workload and completing work within specified deadlines.
  • Methodical, autonomous and rigorous approach to work, showing dynamism, dedication and team-spirit.
  • Excellent problem-solving and strong communication skills, both oral and written
  • Deep understanding of EDI/ data connectivity, interoperability principles & standards, and various communication protocols, options to transmit data between platforms such as Web Services including knowledge of Restful and WS* web services;
  • Demonstrated technical expertise within the interoperability arena including with one or more areas related to HL7, IHE protocol, FHIR and the like;
  • Demonstrated experience with software development and database management systems independently of platform or language Architecture frameworks, methodologies and systems design techniques and tools
  • Software Application Design and Development Methodologies & Tools (e.g. RDBMS, Scripting, Java, Web applications, API)
  • Interfacing and integration testing techniques between modules, systems and components experience
  • Aability to simultaneously approach project management problems, data-processing problems, relation with users, providers, drafting of documents and the functional aspects of the activity
  • Web technologies, Database modelling with a proven ability to adapt and learn new languages, Reporting
  • Ideally, some knowledge of : Angular2, Django, Python, C#, .NET, JavaScript, BootStrap, Json, Power BI, NoSQL (ElasticSearch, PL/SQL, Datamining
