The IT Business Analyst assists the IT Manager in assessingthe business model or its integration with technology within the LuxembourgInstitute of Health. He provides effective support to improve or adaptbusiness processes implemented in the ERP for administrative units (HumanResources/Accounting/Purchasing). The IT Business Analyst is in charge ofanalyzing the organization and implement a bridge between business problems andtechnology solutions, while ensuring compliance with regulatory requirementsand institution strategic needs.

Key Accountabilities
  • Assist in the development of application solutions to answer business needs: user requirements analysis, assessment and set up of existing application solutions or development of tailor-made solutions.
  • Develop IT tools required for the different research projects/studies.
  • Develop and maintain software and hardware installations and configuration instructions.
  • Suggest new ideas and concepts to improve the current business model (systems, security, productivity, etc.).
  • Contribute to the development of the ERP (Odoo) and other software in collaboration with external providers and implement new internal modules/interfaces.
  • Manage software licenses for the LIH: request information from vendors; recommend purchases; test and approve products.
  • Update the IT Manager on scheduled tasks and encountered difficulties in the day-to-day activities, via the tracking system (Jira/Kanban/Plan.io).
  • Communicate efficiently with business owners to prioritize tasks
  • Analyze the needs and constraints related to IT infrastructures to suggest innovative and relevant solutions to the research units.
  • Research and recommend innovative/automated approaches to achieve¬† economies of scale
  • Keep his/her knowledge up to date by studying state-of-the-art development methodologies and tools, programming techniques, watch of new IT equipment; participation in IT professional organizations/fairs

KEY SKILLS, EXPERIENCE AND QUALIFICATIONS
  • Master degree in Information Technology (preferably in development/analysis field).
  • Previous professional experience of at least 5 years in a similar position, ideally managing ERP processes.
  • Good organizational & relational skills as well as analytical and problem-solving capabilities.
  • Experience in leading several simultaneous projects
  • Quick and autonomous learner.
  • Rigour, good contact with users in order to identify and understand their needs, good human qualities allowing teamwork,¬† service-oriented.
  • Excellent writing skills.
  • Language skills: fluent in French and English (written and oral), knowledge of another language especially Luxembourgish is an asset.
  • Ability to work under pressure; i.e.disaster planning experience, troubleshooting skills, etc.
  • IT skills: object oriented programming (.NET, Python, etc.), N-Tier architectures, relational databases,software-design/debugging/documentation/specifications.
  • Project methodologies (agile, scrum, etc.).
  • Experience with Odoo is considered as a strong asset
