Under the responsibility of the CEO, the Chief Medical Information Officer (CMIO) provides the necessary leadership to ensure that LIH’s information technology applications, platforms and infrastructure are fully integrated to support its research and translational strategy.The CMIO will also lead the creation of an integrated big data platform that will allow Luxembourg’s research community and national/international stakeholders to access integrated clinical and research data, as well as health insurance and social security data. The successful candidate will make sure that information technology and the use of artificial intelligence are as solid as to support and enable transformational system change, in close cooperation with other main key stakeholders, such as health-related government bodies and hospitals.

Key Accountabilities
  • Oversight, coordinate, and lead the development and management of national network programmes and integrated data platforms for health informatics and information management with clinical and research stakeholders.
  • Internally, design, implement and maintain an Integrated Information Technology Master Plan to support operational and research activities, in alignment with LIH long-term strategy.
  • Take over leadership and line management and integrate the activities of the various LIH IT teams (infrastructure, biobank, research data and health registries, etc…) for optimized systems interoperability.
  • Ensure the security of protected health information while promoting the necessary exchange of such information for approved purposes, including clinical care and research.
  • Maintain awareness of the existing and emerging regulatory and market factors relevant for health information exchange in order to maintain corporate compliance and minimise risk.
  • Analyse the costs, value and risks of new information technology to advise top management and suggest actions. Define, implement and maintain KPIs into clear dashboards.
  • Understand/integrate data protection regulatory requirements in information technology solutions.

  • MD degree with additional degrees in computer science or medical informatics strongly preferred.
  • A minimum of 10 years’ experience in the medical field with a focus on hospital IT, combined with a prior experience of minimum 3 years as CMIO or equivalent.
  • Established track record of accomplishments in management, particularly involving successful, collaborative work with physicians.
  • Experience with application architecture, strategies and creating multi-year technological strategic plans.
  • Background in designing/developing IT systems and planning IT implementation, related to research, medical or clinical operations.
  • Demonstrated extensive knowledge of healthcare environment, with a focus on the science of integrating healthcare, technology and clinical data.
  • Excellent organizational and proven leadership skills.
  • Superior analytical and problem-solving capabilities.
  • Outstanding communication and interpersonal abilities.
  • Politically astute and able to network and build strong relationships with internal clients (researchers, clinicians) and different external (public) stakeholders.
  • English proficiency. Fluency in German and French is an asset.
